Applies to both. Some of my friends who write RPS swear that Dominic Monaghan/Billy Boyd is their OTP.

OTP can be unconventional, or subtext. I don't believe they have to be canonical though I thought Munch slept with Kay in The Movie...if so, though I remember it was all fade-to-blackish, ie, we don't see anything.
